Apartments in Cyprus Instead of Houses. Costs Are Changing the Market
Apartments in Cyprus are increasingly becoming an alternative to building your own home. According to a Philenews analysis, rising land, material, and labor costs are limiting the options for middle-income families. At the same time, the area of multi-family buildings covered by permits in the first half of 2026 was more than 12 times larger than a decade earlier.
Detached houses continue to be built, but their character is changing. During the periods under review, the number of planned houses increased from 1,466 to 1,760, while their average floor area increased from 170.5 to 222.2 square meters. This is data on building permits, not on completed properties or sales.
Apartments in Cyprus occupy an increasing share of new developments
In the first half of 2016, permits for multi-family residential buildings covered approximately 124,720 square meters of spaceIn the same period of 2026 it was approximately 1.51 million square meters.
In the above table the increase is 1112 percent Such a large change shows the scale of development of this type of investment, but requires proper interpretation.
It doesn't mean that apartment prices increased by 1,112 percent. Nor does it indicate the number of units sold. The comparison concerns the area of projects covered by permits in two periods separated by a decade.
A permit also doesn't guarantee that the entire investment will be completed in a given year. The data primarily shows the direction of the planned development.
Why do families choose apartments instead of houses?
Building a house requires purchasing a plot of land, preparing a design, and financing the work. Additionally, there are the costs of utilities, landscaping, and finishing.
According to Philenews analysis, rising prices for land, materials and labour make such expenditure increasingly beyond the means of middle-income households.
An apartment can have a high price per square meter, yet require a smaller overall budget than a house with a plot of land. For some buyers, the final price, the required down payment, and the installment amount are key factors in their decision.
This doesn't mean, however, that apartments have become cheap. Rather, they are a more affordable option than building a house.
Houses are being built, but they are getting bigger
Changes in single-family housing are taking place differently than in the case of apartment blocks and buildings.
The number of houses covered by permits increased in the compared half-years from 1466 to 1760, i.e. about 20 percent Their total area increased by approximately 56 percent
The difference is explained by the increase in average square footage: 170.5 to 222.2 square meters, i.e. by about 30 percent.
The authors of the study attribute this trend to a greater share of wealthier buyers who can afford larger buildings and more expensive investments. This doesn't mean that every new home is a luxury villa. The average includes various projects and doesn't describe the situation of every buyer.
Apartment buildings also for wealthy clients
The growing importance of apartments does not mean that all new investments are intended for people looking for the cheapest accommodation.
Cyprus Property News also highlights demand from international companies operating on the island. Their employees and management are seeking larger apartments, multi-bedroom units, and penthouses, among other options.
Different needs therefore meet in one segment: young families looking for their first apartment, investors buying rental properties and customers interested in high standards.
Buildings combining apartments with commercial or office space are also being developed. Such developments allow for the use of urban plots for multiple purposes.
More permits do not automatically mean lower prices
The large size of the planned developments could increase the future supply of apartments. However, permit data alone does not allow us to predict when the apartments will be released on the market or how much they will cost.
Location, standard, construction pace, and the target customer group are all important factors. A new apartment building with expensive units doesn't necessarily improve housing affordability for average-income families.
The most important change, therefore, concerns the way housing needs are met. For some residents, owning a house with a plot of land is becoming more difficult to finance, while an apartment remains a more realistic option.
