Tax audits in Cyprus. Tax authorities focus on data and TFA

Tax audits in Cyprus are expected to be more effective thanks to the Tax For All system, data analysis, and improved case selection. The tax administration expects these improvements to help detect irregularities and increase revenues in 2027.

As Philenews describes, citing Ministry of Finance materials, the additional income tax charged after audits is to be at least 5% of the total income tax assessed by the office. This is an indicator of the audit results, not an announcement of a 5% increase in taxpayer rates.

The rest of the article is below

Tax audits in Cyprus to be better targeted

According to data cited by Philenews, the aforementioned indicator was 2.14% in 2024. Reaching the level assumed for 2027 would therefore mean a significant increase in its value.

Updating the taxpayer register, utilizing reliable information from various sources, and selecting audits based on risk will all be helpful. The Office wants to more effectively identify cases requiring detailed review.

The assumptions described do not, however, constitute an announcement of audits of every company or individual. Nor do they indicate that simply increasing taxpayer income or conducting a specific activity automatically predisposes to irregularities.

TFA aims to combine more taxes and services

Tax For All, or TFA for short, is the IT system of the Cypriot Tax Administration. The Tax Department's official strategy for 2025–2027 envisages transferring additional taxes and functions to it.

Changes also affect work organization. The document calls for the development of nationwide units responsible for specific tasks. This will be accompanied by the resolution of outstanding cases and inspections conducted according to established criteria.

The announced expansion of electronic services is also important for taxpayers. The strategy combines this with simplifying the fulfillment of obligations, improving the timeliness of declarations and payments, and streamlining service.

Digitization is therefore intended to serve both the administration verifying settlements and people who want to submit declarations correctly or settle their debts.

What is worth checking in your settlements?

For Poles running a business or settling income on the island, a practical step is to organize their documentation. It's worth comparing the data provided in declarations with documents, checking registration details, and ensuring that due payments have been made.

This is an editorial recommendation resulting from the direction of change described above. The office modernization plan itself does not establish a new, uniform obligation for all taxpayers. The scope of settlements depends on the type of income and the situation of the individual or company.

It's also important not to assume that all TFA cases can be handled the same way. The official strategy is to gradually transition functions, so the current instructions for a given form are important.

Settlement for 2025 - important conditions for the November facilitation

A separate, ongoing issue remains the income declaration for 2025. The Tax Department announced that it will not charge interest or monetary charges if the declaration indicated in the announcement is submitted and the corresponding taxes and contributions paid by the end of November.

This solution must be distinguished from a formal change in deadline. The date specified in the regulation remains in October, while the Tax Commissioner's decision allows for the specified conditions to be met later without the aforementioned financial consequences.

The Department also noted that from 1 November 2026, due to the transition to the new system, the function of changing the status of the declaration from finally submitted to provisional may not be available.

This doesn't mean a general prohibition on correcting settlements. It's a warning about a specific system feature. Therefore, before submitting the form, it's worth carefully checking its contents rather than assuming it can be easily reopened.
