
Digital Citizen for Poles. How to access the app?
Digital Citizen is also available to Poles and other foreigners living in Cyprus. Using the government app requires a verified CY Login profile with two-factor authentication enabled. Foreigners use their ARC number and residence permit to identify themselves.
The range of available documents remains limited. According to information provided by the ministry, foreigners can add a vehicle inspection certificate and a fan card. The possibility of adding a residence permit has been announced for late October or early November 2026.
Digital Citizen: What do you need to log in?
Simply downloading the app and creating a CY Login account isn't enough. The official instructions specify two requirements: confirming the profile owner's identity and activating two-factor authentication, also known as 2FA.
This is an important distinction. You can have an account used for some government services but not yet have completed the verification required to use Digital Citizen.
Poles do not need to have a Cypriot ID card. According to the ministry's explanations, foreigners undergo the procedure using the ARC number and a residence permit or permit.
The ARC is a number in the register of foreigners. It should be distinguished from the number of a Polish ID card, passport, or specific official application number.
The official help center provides instructions on how to set up an account, confirm your identity, and enable two-factor authentication (2FA), which is required to use Digital Citizen.

According to information provided to Philenews by the Ministry of Research, Innovation and Digital Policy, foreigners can currently add two documents: confirmation of the vehicle's technical inspection, i.e. MOT, and a Fan Card.
A separate procedure applies for the Fan Card. Foreigners should first apply for it through the Cyprus Sports Organisation website and then add it to the application.
Simply creating a Digital Citizen profile will not automatically create the card needed to enter sporting events.
First, create a Fan Card on the Cyprus Sports Organisation website. Then, add it to Digital Citizen using your verified CY Login account.

Digital Citizen is available for Android phones and iPhones. The app can be downloaded for free from Google Play or the App Store.
If you already have a CY Login account, check its verification and 2FA settings. You don't need to create another profile just to use the app.
Choose the store appropriate for your phone. To use documents, you'll need a verified CY Login account with 2FA enabled.
The residence permit is expected to appear in the fall
The Ministry announced that the option of adding a Cypriot residence permit or permit will be available at the end of October or beginning of November 2026.
This is a preview of the next stage, not a confirmation that the feature is already working. Those who do not currently see this option should not automatically consider it a problem with their account.
It's also worth remembering the travel restrictions. Digital documents in the app can be used in accordance with the rules in force in the Republic of Cyprus, but they are not considered international travel documents.
When traveling abroad, you still need an appropriate physical document, such as a Polish ID card or passport.

In a previous article, we presented the Digital Citizen modernization plan and a tender including new features and integration with the European digital identity wallet.
The project will encompass more than just adding new documents. It also includes the development of services, security features, and five years of system maintenance and support.
What features are coming next?
The planned modernization will enable the creation of certified PDF copies of documents with a QR code. Users will be able to send such a file electronically to the institution that needs it, such as a bank.
Electronic consent to share certain data, notifications about expiring documents, and checking the progress of selected official matters were also announced.
More documents and information will be added gradually, including birth certificates, penalty points, real estate data and documents related to disabilities.
Not all of these capabilities are currently available. Cyprus's European digital identity wallet solution, the EUDI Wallet, is expected to be ready in 2027, after completing the required development, testing, and certification.
For Poles living on the island, the first step is to create a CY Login account. A verified profile and active 2FA will allow you to use current Digital Citizen features and check for new ones as they become available.
