A phone used in Cyprus may unexpectedly connect to a network operating in the north of the island. In this situation, the EU's "Roam Like at Home" rule no longer applies, and calls, messages, and internet may be charged at non-EU rates.

The problem isn't limited to those crossing the Green Line. Cellular signals don't stop at checkpoints, so your phone can select a foreign carrier even near the buffer zone. The safest solution is to manually set the network and check the carrier's name displayed on the screen.

Cyprus is in the EU, but the regulations do not work the same everywhere

The entire island formally belongs to the European Union. However, in areas over which the Republic of Cyprus does not exercise effective control, the application of EU law has been suspended under a protocol to the Accession Treaty.

This has practical implications, among other things, for telecommunications services. In the Republic of Cyprus, a Polish number operates under EU roaming rules. Minutes, messages, and internet are billed according to the terms and conditions applicable in the European Union and the customer's package.

When connected to an operator in the north, the phone uses non-EU roaming. The Polish operator may treat such a call similarly to using the phone in Turkey or assign it to its own roaming zone.

The EU roaming rule covers European Union countries, Iceland, Liechtenstein, and Norway, and now also Ukraine and Moldova. It does not automatically apply to networks operating in northern Cyprus.

The phone can change the operator automatically

Most smartphones have automatic network selection enabled by default. The device searches for an available signal and may connect to the carrier with the strongest coverage in a given location.

This means that network changes can occur without the user's conscious action. It's worth being particularly cautious:

• when crossing the Green Line,
• in the center of Nicosia and near the buffer zone,
• in areas located near the dividing line,
• while traveling around the northern part of the island.

After logging in to another network, your operator should send a welcome message with information about applicable rates. This text message should not be ignored. It may be the first sign that your phone has stopped using a network covered by EU roaming.

How much can the internet cost?

There is no single rate that applies to all users. The price depends on the Polish operator, the offer, and any roaming packages.

Orange officially includes the northern part of Cyprus in its roaming zone with Turkey. T-Mobile places it in its second roaming zone. Other operators also have their own pricing and packages.

The greatest risk involves data transmission. The phone may be downloading email, updating apps, backing up photos, or refreshing maps in the background. The user doesn't need to be actively using the device for it to initiate data transfer.

Therefore, before crossing the Green Line, it's worth checking your provider's current price list. Pay attention not only to the internet price, but also to outgoing calls, incoming calls, and messages.

How to avoid additional fees?

The most effective method is to disable automatic network selection and manually select an operator operating in the Republic of Cyprus. It's also worth checking the network name displayed on your phone's screen before using the internet.

If you are planning a trip to the north of the island, you can also:

• turn off data roaming,
• download an offline map before departure,
• turn off automatic updates and photo copies,
• use the Wi-Fi network,
• purchase an appropriate roaming package or eSIM card,
• set a data transfer limit on your phone.

Cyta also recommends manually selecting your carrier when traveling near border areas. This reduces the risk of accidentally connecting to a network with different charges.

What to do when you receive a message about a network change?

If your phone displays the name of an unknown operator or you receive an SMS with information about new roaming rates, it is best to turn off data transmission immediately.

Next, go to your mobile network settings, disable automatic search, and manually select a carrier operating in the Republic of Cyprus. If you're already north of the Green Line, your phone may not have access to such a network.

If you encounter unexpected charges, it's worth contacting your carrier. The mere fact that you were physically present in Cyprus doesn't mean that the EU tariff will apply. For billing purposes, the network your phone actually connected to is the one that counts.

The most important rule is simple: in Cyprus, it's worth checking not only the coverage level but also the name of the operator. A few seconds spent changing settings can save you from a high bill.
