State-owned plots in Cyprus for 25% of their value. Applications are now open.

Applications for state-owned plots for building a house have begun in Cyprus. District administrations have published the first advertisements. Families who meet the program's conditions and receive a plot will pay 25 percent of its value determined in the state valuationThe program is expected to cover over 570 plots.

Applications for the plots listed in the current announcements can be submitted until November 30, 2026 in the district administration where the selected land is located. The program is intended for eligible families with at least one Cypriot citizen. Merely working or residing legally on the island is not sufficient to participate.

Who can apply for a plot of land?

The program is open to couples and single-parent families. Applicants must have a connection to the community where the land is located: they must reside there permanently, be a native of the community, or meet the program's requirements for returning or residing in a neighboring community no more than 15 kilometers away.

At least one person in the couple must be a citizen of the Republic of Cyprus. At least one of the two individuals must be under 45 years of age on the date of application. Please refer to the official program guide for specific conditions for single-parent families.

A single person who is not raising a child is not eligible for this recruitment.

What are the income limits?

The annual gross household income is taken into account. Limits depend on the number of people in the family:

The financial situation of applicants and their immediate family is also assessed. As a rule, they, their children, and their parents cannot own a house or land suitable for building a home. Any sale of such property within the three years prior to submitting the application is also assessed.

How much do you have to pay?

The price of the plot will be one-fourth of the value resulting from the state valuationThis is not a promise to purchase at 25% of the price at which similar land would be offered on the open market.

The amount is payable in one lump sum upon signing the contract. The land is then transferred to the family, which may allow it to be used as collateral for a construction loan. The program does not finance the house itself. — the qualified family must provide funds for its construction.

The area of newly allocated plots is to be approximately 325–371 m², and a house built under the program cannot exceed 150 m².

How will families be selected?

Priority is given to those who are originally from the town where the plot is located and still live there. Further allocations are made for, among others, displaced persons living in the community, people wishing to return to their hometowns, Cypriots returning from abroad, and residents of nearby towns.

Family circumstances and the number of children may also be factors. If the number of eligible individuals in a given group exceeds the number of available plots, a lottery will be held.

Obtaining land involves a construction obligation. The house must be completed within three years; in justified cases, a one-year extension is possible. The plot cannot be transferred to another person before then, and the sale of the completed house is restricted for five years. Violating the program's terms may result in the loss of the plot or the requirement to pay additional fees to cover its value.

Where to find plots and submit an application?

First, you should check the advertisement for the district in which the town you are interested in is located. The current call for applications concerns plots listed in the lists already published., created during previous divisions of state land. Further announcements are to appear after the next plots are prepared.
