Pensions in Cyprus: up to €256 more. Ministry reveals calculations

Pensions in Cyprus are expected to increase most significantly for low-income earners. The Ministry of Labor provided sample calculations: a €411 benefit would increase to €577, and a €508 pension would increase to €764. In the latter case, the difference is €256 per month, or approximately 50%.

These are simulations at 2024 prices, showing the effect of full implementation of the proposed reform. They do not indicate that such amounts will be paid out starting next month. The government wants to begin implementing the changes on January 1, 2027, and spread the increases over three years instead of the originally planned five. The project still requires finalization and parliamentary approval.

Pensions in Cyprus. The biggest increases for the lowest benefits

The Ministry's reports cover four income groups. Each group shows the current and proposed pension amounts, as well as the insurance period.

In the low-income group, the ministry provides three examples:

  • with 30 years of contributions and seven years of creditable periods – increase from 411 to 577 euros;
  • with 35 years of contributions and seven creditable years – from 436 to 655 euros;
  • with 42 years of contributions and seven years of crediting – from 508 to 764 euros.

The periods indicated as eligible do not automatically translate into additional years of employment. They are periods recognized by the insurance system under specific rules. The periods that are included for a specific individual depend on their situation and the regulations.

What are the differences? Examples in one table.

The table shows that the scale of the change depends on both income group and insurance history. Therefore, length of service alone is not sufficient to determine future pension benefits.

How could monthly pensions change?

Amounts are in 2024 prices, after the proposed reform is fully implemented. Each example includes an additional seven years of creditable periods in the system.

High income422032 €2034 €+2 €

These are examples, not individual pension decisions. The "Difference" column represents the subtraction of amounts shown in ministry materials. It is not a payout table for 2027.

For some it's over 200 euros, for others it's two euros.

In the low- and middle-income group, the ministry shows increases of around 34 percent. A sample benefit of €497 would amount to €667.

For average incomes, the differences are smaller. In one variant, the pension increases from €921 to €1,019, an increase of €98 per month.

The highest benefits, however, are expected to remain virtually unchanged. For 42 years of contributions and seven creditable years, an increase from €2,032 to €2,034 is proposed.

According to the ministry's declaration, the reform is not intended to reduce the pension of any beneficiary. However, the bulk of the increased support is to go to people at the bottom of the pension scale.

Pay increases for three years, transition period for fifteen

Following the Labour Advisory Council meeting on October 12, Minister Marinos Mousiouttas announced three changes to the project.

The first one concerns shortening the implementation of pay rises from five to three yearsThe second provides for the extension of the transition period from five to fifteen yearsThe third includes improving conditions for widows' benefits and disability pensions.

The three-year implementation period for the increases and the fifteen-year transition period cover different elements of the reform. Therefore, the latter change should not be interpreted as announcing a fifteen-year wait for the increase.

The amounts in the tables are not a promise of a specific payout.

The ministerial materials use values from 2024. They allow for a comparison of the current and proposed methods of calculating benefits on the same basis.

This doesn't mean that someone currently receiving a similar amount will automatically receive exactly what's shown in the table. Their own insurance information, the final wording of the law, and the rules governing benefit calculations will all be relevant.

The government still plans to start the reform January 1, 2027The ongoing consultations are intended to lead to agreement on the draft, which must then be adopted by Parliament.

For retirees, the most important thing will be not only the examples presented, but also the final schedule of increases and information on how the new rules will be applied to their benefits.
