A 1,000-euro layette in Cyprus. Who will receive the aid?

A €1,000 layette for each child in Cyprus, plus a home visit from a social worker, is provided under the government-approved "Together with Child and Mother" program. Eligible families will receive free equipment and basic baby supplies. The assistance will be in-kind, so parents will not receive this amount in their bank accounts.

The program is expected to cover approximately 1,000 families per year: recipients of the guaranteed minimum income and selected families receiving child benefit, with an annual gross income of up to €22,000. The formal launch is scheduled for January 1, 2027. In practice, assistance is expected to begin in the first quarter, following a tender process.

What will the Cyprus layette include?

The birth of a child means additional expenses for equipment and products needed for daily care. A new program aims to help lower-income parents prepare for infant care.

The value of the layette will be 1,000 euros for each child. Families will receive a pre-packaged product package. This will not be a transfer or refund for purchases made by parents themselves.

The exact list of items has not yet been released, so it's impossible to confirm what equipment will be included in the package. Details will be determined during the tender process and contractor selection process.

However, the assistance will not be limited to the provision of products. The government also plans to provide direct contact between the family and a social worker.

Who will be able to receive the layette?

The program will be aimed at families facing financial hardship. Two main target groups have been announced:

  • families receiving a guaranteed minimum income;
  • families receiving child benefit whose annual gross income does not exceed €22,000 and who meet additional requirements.

Income below 22,000 euros does not automatically mean you are entitled to assistance. Similarly, simply receiving child benefit is not enough to receive the layette.

The full terms and conditions of the program have yet to be announced. Only then will parents be able to verify that their family meets all the criteria.

The new layette is a separate solution from the announced changes to child benefits. We previously wrote about the planned benefit reform on CyprNews.

A social worker will visit the family at home

The second element of the program will be a visit from a social worker during the child's first year of life. The meeting aims to help parents identify their needs and the challenges they face after the birth of their infant.

The employee will provide information about available benefits and services. Furthermore, if the family needs further assistance, they will refer the family to the appropriate agency.

The new solution is intended to complement the "Midwife at Home" program implemented by the Ministry of Health. This will combine health support with social assistance.

For Polish parents, the birth of a child on the island also means formalities related to birth registration, citizenship, and documentation. It's worth preparing for these, regardless of whether you're applying for benefits.

When will help for parents start?

The formal start of the program is scheduled for January 1, 2027However, Deputy Minister of Social Welfare Tina Pavlou announced that the aid should begin in the first quarter.

First, a tender must be held and an entity responsible for implementing the program must be selected. Therefore, the formal launch date does not necessarily mean that families will receive packages in early January.

The authorities assume that approximately 1,000 families will benefit from the support each year. The annual cost of the project is estimated at 1.5 million euros.

How to apply for a layette in Cyprus?

The application procedure and list of required documents have not yet been released. It is also unclear whether parents will apply for assistance themselves or whether the administration will identify eligible families based on data on benefits received.

Parents should therefore wait for detailed announcements regarding the admissions process. These announcements should explain additional criteria, the application process, and the rules for transferring packets.

At this stage, the most important distinction is: the government has approved the program, but has not yet announced the full instructions for using the aid.
