Pensions in Cyprus. Reform aims to protect people with disabilities and their caregivers.
The upcoming pension reform in Cyprus aims to limit the impact of work interruptions on the future benefits of people with disabilities. For periods when they were unable to work, the state will add their income to their insurance records, which will be taken into account when calculating their pension. This is a preview of changes; the new measure is not yet in effect.
Informal caregivers caring for loved ones requiring assistance will also be protected. Minister of Labor and Social Security Marinos Musiouttas also announced significant monthly increases in the minimum pensions. However, he did not provide specific amounts or detailed terms and conditions for using the new measures during his speech.
Pensions in Cyprus. Breaks in work are to be taken into account.
The amount of your future pension depends, among other things, on your insurance history and the income on which your contributions were calculated. Therefore, breaks in employment may affect your future benefit.
For people with disabilities, the problem is particularly acute when their health prevents them from working for extended periods. The upcoming reform aims to address such situations, rather than leaving gaps in their insurance records.
The announced mechanism involves adding insured income with state support. They would be fully counted when calculating the pension.
This isn't about paying wages for a period of unemployment, but rather about a record in the social security system that protects future benefits. Details regarding the amount of income added and the periods covered require further clarification.
Protection also for people caring for loved ones
The second group identified by the minister are informal caregivers. These are individuals who care for a family member requiring assistance and therefore limit or give up their professional work.
Such a decision could mean not only a loss of current income but also a less favorable insurance history. The announced changes are intended to take into account the care these individuals provide.
The full criteria have not yet been presented. It is not yet known what documents will confirm caregiving, how long periods will be recognized, and whether the solution will also cover previous breaks in employment.
Therefore, it cannot be assumed that every person caring for a loved one will automatically receive additional insurance periods. The scope of protection will be determined by the final regulations.
The lowest pensions are to increase
The minister announced significant monthly increases in low-income benefits. The greatest support will go to those who need it most.
During his speech, however, he did not present a table of increases or specific amounts for specific groups of retirees. Without this data, it is not yet possible to calculate the increase in a specific person's benefit.
This is part of a broader pension reform. Its final shape will depend on the completion of work on the proposed solutions and the adoption of appropriate regulations.
Announcement at Thalassemia Event
Musiouttas spoke about the changes on Friday, October 9, at a Thalassemia Association event organised by his Nicosia-Kyrenia branch.
He also recalled the 2025 changes to the special benefit, which made it easier for more people with thalassemia to access the statutory pension.
The new announcement addresses a broader issue: the impact of disability and caring for loved ones on financial security in retirement.
When will the new rules come into effect?
The Minister's statement alone does not change the method of calculating pensions. Nor does it constitute a basis for applying for new insurance periods.
Only the final regulations will determine who will be covered, how the mechanism will work, and when it will be implemented. Therefore, those interested in the changes should wait for the detailed rules rather than treating the announcement as a pre-existing right.
